From letter No.291 of the 30th November, 1898, from Captain Supt. of Police to the Acting Colonial Secretary.

"Before the Fire Brigade was amalgamated with the Police, the Assistant Engineer was not a member of the Police Force, but a Civil servant.

I am of opinion that now it will conduce to efficiency if a member of the Force is seconded to the post, for if the officer so seconded does not give satisfaction he can be returned to Police duty, and another man put in his place, and moreover a rising Police officer, like Sergeant Robertson, would not accept the post of Assistant Engineer if he had to give up the privileges he enjoys as a member of the Police Force, and exchange them for the less valuable privileges of an ordinary Civil servant.
